Sealed Bids will be received until 2:00 PM EST, Tuesday, June 3, 2025, at One Exchange Plaza, 6th Floor Conference Room One, Raleigh, NC 27601, at which time and place bids will be publicly opened and read aloud for the construction of the Large Diameter Valve Replacements project.
After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner/City Council reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance and the time specified in the Bid Form for the performance of the Contract.
Requirements for pre-bid submittals of an “or-equal” are required within 10 days of the issuance of the Advertisement for Bids and in accordance with Section 00200, Instructions to Bidders.
The Project consists generally of the following major items:
BASE BID:
• Ashe at Pullen Park, Western at Pullen Park, and Kilgore & Latta Work
o One (1) 36-inch valve assembly, two (2) 16-inch valve assemblies, two (2) 16-inch line stops, one (1) 16-inch valve removal including replacement with new waterline, and all associated appurtenances; removal of existing valves, piping, and appurtenances to facilitate the installations; temporary water service, along with all pavement, curb, and sidewalk repair, erosion control, and traffic control.
ADD ALTERNATE BID:
• No. 1 - Gorman & Western Work
o Two (2) 16-inch valve assemblies, one (1) 8-inch valve replacement, and one (1) 16-inch insertion valve, and all associated appurtenances; removal of existing valves, piping, and appurtenances to facilitate the installations; along with all pavement, curb, and sidewalk repair, erosion control, and traffic control.
• No. 2 - Six Forks Near Dublin Work
o One (1) 20-inch valve assembly, one (1) 16-inch valve removal including replacement with new waterline, and all associated appurtenances; removal of

existing valves, piping, and appurtenances to facilitate the installations, along with all pavement repair, erosion control, and traffic control.
• No. 3 - Hillsborough at Turner Work
o One (1) 16-inch valve assembly and all associated appurtenances; removal of existing valves, piping, and appurtenances to facilitate the installations, along with all pavement repair, erosion control, and traffic control.

A hard copy of the Bidding Documents plus electronic files may be obtained for a non-refundable fee of one hundred dollars ($100.00). Alternatively, an electronic copy of the Bidding Documents can be obtained for a non-refundable fee of fifty dollars ($50).
Bidding Documents must be obtained through Accent Imaging to be on the bidders list. Bids will only be accepted from companies listed on the bidders list.
